For the purposes of Victorian law, the term “drug” means a drug of dependence

Cultivation

Cultivation of a non-commercial quantity of a narcotic plant is an indictable offence triable summarily.
Depending on the amount cultivated and the nature and seriousness of the offences, such charges can be heard in the County Court.

Trafficking

traffick in relation to a drug of dependence includesprepare a drug of dependence for trafficking;manufacture a drug of dependence; orsell, exchange, agree to sell, offer for sale or have in possession for sale, a drug of dependence;
